Don't let the french words fool you too much. Bleu de l'eau is french for "blue water", and this particular building is a secret shop in the heart of the downtown. Not many people know it exists, and those who do are not allowed to speak of it. It is somewhat of a Black Market you could say, and the strangest people come and go from the shop at the strangest times of day.
